The Ministry of the Interior and Safety of Korea and the Ministry of Science, Technology and Telecommunications of Costa Rica signed a memorandum of understanding (MOU) on cooperation for digital government cooperation at a bilateral summit on Nov 23(KST).

Accordingly, the Korean Ministry and its Costa Rican counterpart will jointly pursue the sharing of best practices and experiences in digital government, human exchange and joint research, policy advice and technical support, and the establishment of a committee for collaboration.&nbsp;

Costa Rica plans to actively carry out digital transformation by establishing a dedicated agency for this mandate in the post-COVID era.

In response, the Korean Ministry announced that with the conclusion of the MOU, it would cooperate in ensuring that the Korean form of digital government will be successfully built in Costa Rica by introducing its cases of system implementation and policy status, which take into consideration the digital government project led by the Costa Rican government, as well as holding forums for collaboration and inviting resources to Korea for training.

Jeon Hae-Cheol, Minister of the Interior and Safety, said, &quot;With this signing of the MOU, the Ministry will strengthen cooperation with the government of Costa Rica to actively support Korean companies&#39; exploration of the Costa Rican market, and also make further efforts to share the experience and achievements of the Korean digital government with the international community.&quot;

The Ministry of the Interior and Safety(MOIS, Minister Jeon Hae-cheol) &nbsp;announced Minister Jeon Hae-cheol attended the 8th Digital Nations Ministerial Summit virtually and discussed how to lead sustainability and inclusive innovation of digital government on November 18&nbsp;

Digital Nations is a collaborative forum of the world&rsquo;s leading digital governments. It was established in 2014 with five countries including Korea, the United Kingdom and Estonia as founding members. The membership has now been extended to include 10 nations* after Canada, Denmark and others joined the forum.&nbsp;

This year&rsquo;s Digital Nations Summit was held under the theme of &ldquo;Digital Government in Open Societies: Sustainable, Inclusive and Values-driven Innovation&rdquo; with the United Kingdom as Chair. More than 70 delegates including ministers and high-level officials from 10 member states participated in the Summit to explore the roles of digital government to lead the post COVID-19 recovery and design effective responses to pending social issues.

In the leadup to the Ministerial Summit, the steering committee meeting was held on November 16 and thematic sessions on November 17 virtually as sideline events. &nbsp; &nbsp; &nbsp;

At those meetings, member countries shared their national policies and discussed future cooperation in digital-based participatory policymaking, designing life event services, net zero and digital government, accessibility of digital services and inclusiveness, transparency and ethics of Artificial Intelligence, and digital identity.

At the Ministerial Summit on November 18, Minister Jeon &nbsp;presented Korea&rsquo;s Virtual Assistant Service for the Public designed to offer customized public administration information to the people as well as Mobile ID, Public MyData Service and other examples of data-driven public administration services to build a more convenient and secure digital world.

He also introduced digital government innovation of Korea to the global community and discussed future directions with other ministers of the member states.

Korea is a next hosting country of the Digital Nations Summit in 2022 as Chair where ministers from the 10 member states are expected to have face-to-face meetings for the first time after COVID-19.

On July 8 (KST), the Republic of Korea&rsquo;s Ministry of the Interior and Safety and the Kingdom of Cambodia&rsquo;s Ministry of Post and Telecommunications signed an MOU for the establishment of the Korea&ndash;Cambodia Digital Government Cooperation Center.

Following up on the agreement to expand cooperation in digital government development efforts at the 2019 ASEAN&ndash;Republic of Korea Commemorative Summit, the Korean and Cambodian governments jointly developed the Cambodian Digital Government Masterplan in 2020.

The Korea&ndash;Cambodia Digital Government Cooperation Center will operate in Phnom Penh, Cambodia&rsquo;s capital, from 2021 to 2023 as stipulated in the MOU to support digital government development efforts based on the Masterplan.

Korea and Cambodia agree to establish

The 2020 survey on the use of digital government services show that 9 out of 10 Koreans used digital government services in 2020 with most services accessed via an online search.

The most frequently used digital government services were Hometax (86.5%), Gov24 (84.1%), and the National Health Insurance Service (65.9%) out of 27,000 digital government services. With the COVID-19 pandemic, the use of Gov24 has increased by 26.7% from the previous year.

All three indicators, public awareness (95.7%), usage rate (88.9%), and satisfaction rate (98.1%), used to measure digital government service use showed an increase from 2019, maintaining a steady upward trend.

An analysis by age revealed that the adolescents used digital government services most frequently while the highest satisfaction was shown among the users in their 20s. One noteworthy change is that awareness of government services among those in their 60s or older (a group considered to be digitally vulnerable) reached 79 percent, showing an increase of 9.3% compared to 2019.

In 2020, the Korean government actively used its digital government infrastructure to ensure timely responses to citizens&rsquo; needs. Some of the examples are rapid provision of COVID-19 relief funds with an online application, prevention and prompt alleviation of mask shortage by making sales data on public mask supply available, etc.

This year, the Korean government will continue its efforts to expand the accessibility of new digital government services (MyData, mobile driver&rsquo;s license, etc.).

On April 14 (KST), the Republic of Korea&rsquo;s Ministry of the Interior and Safety and the Council of Ministers of Peru signed an MOU for the establishment of the National Government Innovation and Digital Transformation Cooperation Center Peru-Korea (hereinafter &ldquo;Korea-Peru Digital Cooperation Center&rdquo;).

After two countries&rsquo; successful joint operation of the Korea-Peru e-Government cooperation center from 2017 to 2019, two sides decided to establish another cooperation center to strengthen the Korea-Peru relationship.&nbsp; 

The Korea-Peru Digital Cooperation Center will operate in Lima, Peru from 2021 to 2023. The Korean government will dispatch a digital government expert to work with the Peruvian government to further advance Peru&rsquo;s digital government.

Based on the MOU, Korea and Peru will conduct various cooperation projects over three years. Several initiatives are under discussion for implementation in 2021, including developing a new digital government implementation strategy for the Peruvian government, conducting a research on how to secure interoperability of digital government services, and strengthening digital capabilities of Peru&rsquo;s civil servants.

Korea and Peru agree to establish
a digital government cooperation center in Lima

From now on, the inconvenience associated with preparation of multiple administrative documents when applying for bank credit loans, housing subscriptions, etc. will lessen significantly, as will the number of cases of cancellation or deferral due to incorrect submission of documents. 
The MOIS (Minister Jeon, Hae-cheol) has announced the launch from February 24 of the &ldquo;Public Mydata Service,&rdquo; allowing users to apply for services easily by gathering all at one time the minimum required personal information scattered across various administrative and public institutions. 
The new service innovation is being applied to eight services currently operated by six institutions,* associated with micro enterprises, jobs, finance, etc., to enhance service provision to the people. 
* Small Enterprise and Market Service, Gyeonggi Job Foundation, Korea Credit Information Services, Credit Counseling &amp; Recovery Service, Ministry of Health and Welfare, Korea Real Estate Board 
Amid the growing importance of establishing data sovereignty in society recently, the Korean government has taken the following actions through introducing and promoting the &ldquo;Public Mydata Service&rdquo;: 
It has extracted the necessary data items from the documents for verification that citizens must submit to access various services offered by public and private institutions, and provided this extracted data in data packages so as to allow citizens to directly utilize their own administrative data. 
It has also streamlined procedures such as the verification of document authenticity, the review of documents and the input of documents through the &ldquo;Public Mydata Service,&rdquo; to help the institutions charged with handling such tasks improve their job performance efficiency. 
The eight services launched are available to all citizens at the counters for civil services of the institutions concerned, or via the institutions&rsquo; homepages or apps.

MOIS to open an online course on ICT-based Response to COVID-19 of Korea

On October 12, the Ministry of the Interior and Safety (MOIS, Minister Chin Young) of the Republic of Korea in cooperation with the National Information Society Agency (NIA) and the National Institute for Lifelong Education (NILE) will begin an online course, &ldquo;ICT-based Response to COVID-19 of Korea&rdquo;. The course aims to share the Korean government experience in using digital government and information and communications technology (ICT) to effectively respond to the COVID-19 pandemic. &nbsp; 
With the spread of COVID-19 around the world, the K-quarantine model, including not only diagnosis and treatment, but also epidemiological investigations and management of people under self-quarantine, has received quite the attention from the international community. &nbsp; 
In respond to increasing demands, MOIS decided to develop an online course to share Korea&rsquo;s experience more efficiently with the international community with support from relevant ministries/public agencies, including the Ministry of Health and Welfare (MOHW), Korea Disease Control and Prevention Agency (KCDC), Health Insurance Review &amp; Assessment Service (HIRA), and Korea Agency for Infrastructure Technology Advancement (KAIA). 
The online course covers three main themes: ① Understanding Korea&rsquo;s disaster management and healthcare policies, ② Role of digital government in the COVID-19 responses, and ③ ICT-based services designed by private companies for COVID-19 response.

All lectures are available in English and Korean on K-MOOC(http://kmooc.kr)*, an online-based learning platform run by NILE under the Ministry of Education (MOE). The courses are open to anyone who is interested.&nbsp; 
* K-MOOC stands for Korean Massive Open Online Course. Anyone can take online courses from universities and institutions anywhere, anytime for free. 
MOIS plans to promote the course to over 1,000 ICT experts and officials of relevant ministries/public agencies globally, using the existing network built over the years for cooperation on digital government. 
MOIS will take this opportunity to promote Korea&rsquo;s digital government and the K-quarantine model, and to support the international community&rsquo;s response to COVID-19.
