The Republic of Korea tops the UN e-Government Survey 2020
In the recently published UN e-Government Survey 2020, the Republic of Korea ranked first on the E-Participation Index (EPI) along with the Republic of Estonia and the United States and second on the E-Government Development Index (EGDI) after the Kingdom of Denmark.
Since 2002, the United Nations has biennially conducted the survey that assesses the e-government development status of all member states. The survey uses two indices, the EGDI and EPI. The EGDI measures a country’s e-government service, telecommunications infrastructure, and human capital. The EPI evaluates three categories: provision of information, consultation, and decision-making.
In this year’s survey, Korea led online service provision (OSI) with the value of 1.0000 out of 1.0000. However, it lagged behind in the Telecommunications Infrastructure Index (TII) and the Human Capital Index (HCI), landing the country in the second place after Demark in the EGDI ranking. As for the EPI, Korea remained on the top with maximum value in all three categories.
Korea ranked first in the both indices three consecutive times, in 2010, 2012, and 2014. In 2016, Korea was the third on the EGDI and fourth on the EPI; in 2018, it advanced to the first on the EPI ranking, while remaining the third on the EGDI.
The Ministry of the Interior and Safety (MOIS, Minister Young CHIN) of Korea will harness this opportunity to facilitate the Korea’s Digital Government Innovation Plan which was announced in October 2019 to make the citizens’ lives better and more convenient through an intelligent digital government.
Minister Young CHIN stated that the international recognition the Korean digital government received will contribute greatly to the implementation of the Korean Digital New Deal, stressing the importance of digital government innovation, especially in the post-COVID-19 society.
